 ng\, University of Oxford\nDr Carolyn Ten Holter\, Policy Lead at the Resp
 onsible Technology Institute\nMedia coverage of quantum computing often fo
 cuses on the negative aspect - ie the concern that a cryptographically rel
 evant quantum computer will be able to breach current RSA protocols. Howev
 er\, concentrating on this aspect often fails to recognise the numerous po
 sitive benefits that quantum computation may afford. Additionally\, the in
 vestment in quantum computing that has been generated through attempting t
 o address this concern has also benefited other quantum technologies and a
 ccelerated their progress into commercialisation. This talk looks at recen
 t developments in the national and international development of quantum co
 mputing from a societal impact perspective. It will discuss efforts around
  governance - including standards\, codes of conduct\, regulatory consider
 ations\, and international conversations - and some of the drivers for the
 se. It will also discuss past\, present and future efforts to ensure that 
 society's voice is heard in the development of this potentially highly sig
 nificant technology. This will include reporting on the 2024 Public Dialog
 ue exercise in quantum computing carried out by Oxford's Quantum Computing
  and Simulation Hub\, and the upcoming work of the third phase of the UK's
